The 28 teams are split into four (4) groups, based on a WCF ranking established over the last 3 years. Each group plays a round robin. At the end of the round robins, the top 2 teams in each group advance to the double-knockout playoff. Four (4) Teams will qualify their Member Associations for the WMDCC 2020.
